Madeline represents public agencies as general and special counsel. Her particular areas of expertise include public transportation and public contracts, procurement, public works, civil rights, real property, and government ethics. Madeline has developed procurement manuals and standards covering a wide range of public contracts. She advises on complex technology procurements, including the "smart card" toll collection technologies for the Bay Area's bridges and the interoperable regional transit fare collection system. She has overseen the procurement of new bus and ferry acquisitions, integrated financial and asset management technology systems, and the use of formal competitive negotiation procedures to engage transit operating services. She is well versed in the statutory and regulatory framework under which public transportation agencies operate, including federal grant conditions, Section 504 and ADA accessibility requirements and Disadvantaged Business Enterprise regulations.
