Congratulations CMCP Diversity Leader Otis McGee, Jr.,
new Chief Assistant Oakland City Attorney

Dear Colleagues,

I am pleased to announce the appointment of Otis McGee, Jr. as Chief Assistant City Attorney for the Litigation Division.

As you know, Otis joined our Office several months ago as Special Counsel. I assigned him to act as Chief Assistant during Randy Hall’s leave of absence. On July 8, Randy retired after nearly 30 years of service in the City Attorney’s Office. We are working on a Council resolution and an event to honor Randy. I will send you details in the near future.

Otis’ appointment as Chief Assistant City Attorney will be effective on Monday, August 4th.

We sent a detailed description of Otis’ distinguished career as a litigator and a leader in the Bay Area legal community when I announced his appointment as Special Counsel. I think it is fitting to re-issue it now.

I met Otis in 1975 on my first day as an associate at Pillsbury, Madison & Sutro (now Pillsbury Winthrop), where he worked as an extern while he attended U.C. Berkeley Law School.

Upon his graduation from law school, Otis joined Pettit, Evers & Martin, where he worked on insurance bad faith, construction and employment litigation matters. He then joined the law offices of Willie Brown, Jr. where he worked until he, Dianne Millner and Ray Ocampo founded Ocampo Millner and McGee in 1980. Through various mergers the firm evolved to become Alexander, Millner and McGee, and ultimately the largest minority-owned firm in the country, with offices in San Francisco, Los Angeles, New York City and Philadelphia and 35 lawyers. Otis served as Managing Partner throughout the firm’s tenure.

Most recently, Otis served as Senior Trial Attorney at Sheppard Mullin Richter & Hampton, LLP. His areas of expertise included labor and employment, products liability, environmental and toxics matters and general commercial litigation.

Otis has already demonstrated his insight, expertise and leadership during his short tenure with the Office. I look forward to his assistance in developing and broadening our practice and services.

I am excited about the future of our Office as we hire additional attorneys and support staff to reduce the burden on the skeletal staff that has performed ably taking on more and more challenges. We are lucky to have illustrious, legal luminaries and top notch attorneys joining our Office. This speaks volumes about our Office’s reputation in the legal community and our culture of cooperation and collegiality.

Please join me in congratulating Otis on his appointment!

Barbara J. Parker
City Attorney
